Faculty Council • Council for Athletics and RecreationThe Faculty of Physical Education and Health is unique within U of T, in that it has responsibility for both curricular programs (undergraduate and graduate) and co-curricular activities (intercollegiate & intramural athletics, campus recreation and community programming). Athletics councils/committees at UTM and UTSC are responsible for athletics programs on their own campuses.
Faculty Council
- The council is responsible for academic policy.
- The council is composed of the Provost, the Dean, the Associate and Assistant Deans, the Graduate Department of Community Health Chair, all full-time faculty, and representatives of the Council on Athletics and Recreation, activity instructors, students, administrative and technical support staff, and alumni.
Admission (Undergraduate) – responsible for the selection of students to the BPHE undergraduate program and makes recommendations on the award of Admission scholarships.
Appeals (Undergraduate) – final level of appeal within the Faculty for academic appeals by undergraduate students, subject to the right of appeal to the Governing Council.
Curriculum (Undergraduate) – responsible for the curriculum of the undergraduate BPHE program
Examinations (Undergraduate) – responsible for implementing the University’s
Grading Practices Policy for the undergraduate program; reviews policies for the conduct of examinations and considers examination results. No final mark has official status until approved and released by this committee.
Graduate – responsible for all policies and practices concerning the Graduate Department of Exercise Sciences (EXS).
Awards (Joint with CAR) – responsible for policy and oversight regarding the administration of the Faculty’s leadership, co-curricular and BPHE awards.
Restricted Fund (Joint with CAR) – provides an impartial review of and ongoing advice on the management of the Faculty’s restricted fund accounts with a view to ensuring appropriate expenditure of funds and reports on activity for the benefit of all stakeholders including donors, coaches/faculty, students and governors.
Council of Athletics and Recreation(CAR)
The Council of Athletics and Recreation (CAR) is the major policy-making body for the co-curricular programs offered by the Faculty of Physical Education and Health. Students have been involved in the formulation of policy for U of T’s athletics and recreation programs for more than a century, making CAR the continuation of the longest-running tradition of student participation in university governance. It is responsible for policy in such areas as facilities, fees and programs on the St. George campus, including the new Varsity Centre, and for any intramural or intercollegiate program operated on all three campuses.
During this academic year, the Faculty will be developing a permanent display to recognize the hundreds of students, faculty, staff and alumni leaders who have contributed to the University of Toronto’s outstanding tradition in physical education, athletics and recreation. Meet Council of Athletics and Recreation Members for 2007-2008
The following standing committees report to CAR:
Executive Committee – acts on important issues when it is impossible or impractical to schedule a full Council meeting.
Appeals – final level of appeal for a member(s) who is/are appealing the decision (usually either disciplinary or administrative) of a lower-level co-curricular committee within the Faculty.
Budget – recommends the annual operating Budget to CAR in the spring and also recommends policy concerning Budget preparation and the Long-Term Budget Plan.
Constitution – reviews the CAR Constitution, By-Laws and Rules of Procedure, and recommends suggested revisions/updates.
Elections – oversees the CAR elections and acts as an appeal body if needed; not expected to be active in 2003-04 as no general elections are scheduled until March 2005.
Equity Issues (Joint with FC) – traditionally an active and innovative Committee with a mandate to review Faculty policy and procedures in the general area of equity (programs, facilities, services, funding, etc) and make recommendations to both CAR and Faculty Council.
Hall of Fame – selects annual inductees to the U of T Sports Hall of Fame.
Membership – advises Council on a wide variety of issues relating to Athletic Centre memberships, for both student and other types of AC members.

Sponsorship Committee (Joint with FC) – responsible for providing advice and oversight on all sponsorship matters, ensuring that FPEH sponsorship policies are followed and that revenues are optimized.
WAA Trust Fund – meets periodically to consider requests for grants from the Trust Fund provided by the former Women’s Athletic Association.
